Don’t militants ever go to weddings?

Not only was it a military attack on civvys, but thirty nine of the dead were women and children, says an Afghan government investigating team.
At the time of the airstrike, it was reported that twenty people had been killed in Nangarhar province, who the US army believed to be militants. But local people said the dead were guests at a wedding.
When deaths of civilians like this occur in countries like Afghanistan and Iraq involving the US, it seems to be becoming a more regular occurence that the dead were wedding guests and not militants.
